Opportunity Overview
The Kansas Department of Commerce is accepting applications for the 2026 Strategic Economic Expansion and Development (SEED) Grant, which supports economic revitalization and quality-of-life projects in qualifying Kansas communities with populations of not more than 5,000. The current application window opened August 17, 2026 and closes October 19, 2026 at 5:00 PM. The official program page does not state a time zone, so Atlas does not infer one.
Funding and Match
SEED awards range from $10,000 to $25,000. Applicants must provide a 10% match, show the full project budget and proof of matching funds with the application, and may include up to three projects in one application so long as the total request does not exceed $25,000.
Eligible Applicants and Communities
Eligible projects must occur in a Kansas community with a population of not more than 5,000 located in one of the program’s specifically listed eligible counties. Eligible applicant types include county or municipal governments, economic development organizations, local chambers of commerce, and 501(c)(3) or 501(c)(6) nonprofit organizations.
Eligible Project Categories
Projects must fit one or more of four published categories: Childcare and Senior Programming, Community Vibrancy, Food Retail, or Libraries. SEED is for tangible projects rather than strategic planning, consultant reviews, community conversations, salaries, speaker fees, event fees, or consumable products.
The childcare and senior-programming category expressly permits educational materials, safe-sleep and nutrition supplies, indoor and outdoor play or recreation items, developmental health screening materials, breastfeeding-support items, family-engagement materials, and for senior programming, health, wellness, nutritional, recreational, and technology equipment and resources.
The library category expressly permits laptops, tablets, Wi-Fi hotspots, and other equipment that helps patrons access reliable internet, including connectivity to essential telehealth services. Food-retail projects may include coolers, appliances, equipment, technology, energy-efficiency improvements, and building rehabilitation. Community-vibrancy projects may include recreation equipment, public art, signage, placemaking, and downtown improvements.
Implementation Requirements
Projects must be completed within 12 months of receiving grant funds. Construction-related projects must begin within four months of the fully executed award agreement, and costs are eligible only when incurred after execution of the grant agreement. Historic properties may require State Historic Preservation Office review and approval before work begins.
