Opportunity Overview
The Georgia Department of Community Affairs (DCA) is accepting applications for the 2023–2024 Hurricane CDBG-DR Competitive Application Infrastructure Program. The program supports disaster-recovery infrastructure projects in Georgia communities affected by Hurricane Idalia, Tropical Storm Debby, and Hurricane Helene.
Funding and Deadline
DCA’s HUD-approved action plan allocates $50,000,000 to the Competitive Application Infrastructure Program. The action plan states there is no maximum award for MID counties; awards are calculated based on identified need and duplication-of-benefits analysis.
The application deadline has been extended to October 5, 2026 at 5:00 PM EST. Applications must be submitted through DCA’s official online application portal.
Eligible Applicants and Geography
The current Infrastructure Applicant Policy Manual states that DCA will accept proposals only from units of general local government located within eligible Most Impacted and Distressed (MID) counties. The 44 eligible counties are Appling, Atkinson, Bacon, Ben Hill, Berrien, Brooks, Bryan, Bulloch, Burke, Candler, Chatham, Clinch, Coffee, Colquitt, Columbia, Cook, Effingham, Emanuel, Evans, Glynn, Jeff Davis, Jefferson, Jenkins, Johnson, Lanier, Laurens, Liberty, Lincoln, Long, Lowndes, McDuffie, Pierce, Richmond, Screven, Tattnall, Telfair, Tift, Toombs, Treutlen, Ware, Washington, Wayne, Wheeler, and Wilkes.
Eligible Activities
Eligible activities must rebuild or replace storm-impacted public facilities or improvements and demonstrate a clear tie-back to the federally declared disasters. Examples include water, sewer and stormwater systems, streets and bridges, drainage systems, and public facilities. Each activity must be CDBG-eligible or covered by an applicable HUD waiver, be located in a MID county, and meet an applicable CDBG-DR national objective.
Equipment purchases are generally ineligible unless the equipment is an integral part of an eligible public facility, constitutes all or part of an eligible public service, or becomes an integral fixture. Mobile command centers, radios, and portable lights are specifically identified as ineligible.
Match and Project Requirements
No match is required. DCA encourages leverage of additional resources. Recipients must expend 100% of awarded funds within 36 months of the grant award unless DCA approves an extension.
Applicants must comply with applicable state planning and financial-reporting laws, procurement requirements, duplication-of-benefits controls, environmental review requirements, citizen-participation requirements, and all required application forms and certifications. Professional procurements for grant application/administration and engineering or architectural services must comply with the manual’s procurement rules.
