Opportunity Overview
The City of Atlanta Department of Grants and Community Development (DGCD) has announced a second-round 2026 Housing Opportunities for Persons With AIDS (HOPWA) Notice of Funding Availability. This round is limited to HOPWA Capital Development Projects using FY2026 federal entitlement funds awarded to the City of Atlanta by HUD.
Application Period and Funding
Applications will be accepted from October 1 through October 30, 2026. The City publishes the deadline as Friday, October 30, 2026 at 11:59 PM EST. Up to $3,200,000 in HOPWA funds is available. The current public notice does not publish an applicant-specific award ceiling.
Eligibility
Eligible applicants are agencies located in Georgia that serve residents of the City of Atlanta and are operated by a public agency, nonprofit organization, a combination of public and nonprofit organizations, or interdependent public agencies. Proposed activities must address HOPWA-eligible populations.
Critical second-round gate: an agency must have initiated a HOPWA application during the April 2026 NOFA and must have attended both mandatory webinar sessions. Atlas must verify both conditions before treating an organization as eligible for ORIGINAL outreach or package work.
Eligible Project Scope
This second round is for capital development projects involving acquisition, rehabilitation, conversion, lease, repair, or development of housing facilities that provide eligible housing assistance to low-income persons living with HIV/AIDS and their families. Projects must comply with applicable HOPWA requirements including eligible use, environmental review, property standards, accessibility, financial management, and any applicable long-term use or affordability requirements.
Submission and Outstanding Verification
DGCD states that the application will be available beginning October 1 through its Neighborly application management system. As of September 23, 2026, the City has not yet posted the live second-round application link or the full controlling application package on the public notice page. Applicant-specific award ceilings, match or cost-share requirements, detailed forms/attachments, scoring criteria, and portal-controlled submission instructions therefore remain to be verified from the October 1 NOFA package.
