Eligible Applicants

Eligible applicants are Iowa businesses, colleges and universities, and private nonprofit agencies and foundations. Eligible Project Focus Areas

Projects must provide a benefit to Iowa ratepayers and advance at least one current program focus area: technology-based energy research and development; energy workforce development; support for rural and underserved areas; biomass conversion; natural gas expansion in underserved areas; electric grid modernization; alternative fuel vehicles; or carbon management.

Partner, Match, and Budget Controls

A relevant project partner is required, and project partners must provide letters of support. Cost share is mandatory. The current handbook establishes a minimum cost share of 5% for all applicant types. Iowa-based private businesses may face higher project-specific cost-share requirements and must contact the program manager before submission. Certain equipment or supplies used to commercialize a product may require at least 50% cash cost share on those line items.

Indirect costs may not exceed 20% of the IEC grant request. At least 51% of grant funds must support activities performed by the recipient organization, and IEC grant funds may not be used as cost share for a federal grant award.

Allowable and Ineligible Costs

Eligible reimbursable costs may include salaries and wages, supplies and materials, domestic travel, tuition, and integral equipment or vehicle purchases approved by the Iowa Energy Center Board as part of the award. Awards are reimbursement-based.

Current ineligible costs include purchase or rental of buildings, office equipment, furniture and fixtures, intangible assets, international travel, insurance, and phone expenses.
