The Minnesota Pollution Control Agency (MPCA) currently lists approximately $6 million for projects that expand participation in Minnesota’s organics recycling system and reduce wasted food and food scraps disposed through landfilling or incineration.
Deadline: November 25, 2026 at 4:00 p.m. Central Time. Questions are due November 9, 2026 at 4:00 p.m. Direct contact with MPCA personnel regarding the RFP outside the designated question process may result in disqualification.
Eligibility: Eligible applicants include entities serving Minnesota communities or operating in Minnesota, including nonprofit organizations, for-profit businesses, new businesses locating a facility in Minnesota, educational and other institutions, political subdivisions, state agencies, and Tribal governments. Multi-organization collaboration is encouraged.
Eligible project focus: Projects must expand participation in organics recycling for wasted food and food scraps through organics collection programs, outreach and education that improves or increases organics recycling, and/or market development for finished compost and anaerobic-digestion outputs. Workplans must include an education or outreach component for participants or target audiences and a plan for measuring and evaluating results. Projects focused primarily on organics processing facilities such as compost sites and anaerobic digesters are not eligible.
Eligible costs stated on the public MPCA page: materials, supplies, equipment, services, construction, operating and staff costs, and some capital expenses may be eligible when directly related to the project. Compost-site or anaerobic-digestion processing machinery, equipment, and related costs may comprise up to 25% of grant-funded project expenses when directly related to the project, and may also qualify as match when directly related.
Funding and match: Applicants must provide at least 20% of the grant request as cash or in-kind match. MPCA identifies $5 million for large projects, with awards from $300,000 to $1.5 million, and $1 million for smaller projects, with awards from $100,000 to $299,999. Requests below $100,000 are ineligible.
Submission: The controlling RFP and application materials are available through the State of Minnesota SWIFT Supplier Portal under event MPCA MCSFS Statewide Organics Management Programs, event ID 2000018650. Applications are accepted only through SWIFT.
