Current Opportunity
The Kentucky Bicycle and Bikeway Commission, through the Kentucky Transportation Cabinet, is accepting 2026 applications for the Paula Nye Memorial Bicyclist and Pedestrian Education Grant. The program supports bicycle and pedestrian safety, public education, advocacy, training, curriculum, and related non-motorized transportation projects serving Kentucky residents.
Eligible Applicants and Activities
Current 2026 guidance permits Kentucky-based 501(c)(3) nonprofit organizations, Kentucky state and local government agencies, and individuals working through a qualifying public/private partnership. Out-of-state 501(c)(3) organizations may also be considered when their Kentucky programs provide curriculum, training aids, educational programs, or projects for the benefit of Kentucky residents or governmental agencies.
Examples of fundable activities include safety and bicycle-education materials, limited nonprofit staff salaries, instructional space rental, public-awareness campaigns, traffic education and enforcement in a specific target area, and safety-training or commuting classes. Government administrative or support-staff wages are not allowable; nonprofit administrative, clerical, or support wages are capped at 5 percent of grant funding.
Funding and Cost Share
The 2026 application states that available funding varies each cycle because the program is funded by citizen contributions through Kentucky’s Share the Road specialty license plate. No universal 2026 award ceiling or total funding pool is published in the controlling application. Applicants are directed to contact the Kentucky Bicycle-Pedestrian Coordinator’s office to determine funding available for the cycle.
Full funding of a project is not guaranteed. If project costs exceed the amount available from the grant, the applicant must cover the remaining balance and provide written confirmation of other funding or donations. Documented in-kind contributions may be credited toward the remaining project balance.
Deadline and Submission
Completed applications must be emailed for review on or before October 1, 2026 to the address identified in the official application. The current application does not publish an exact cutoff clock time or time zone.
Required Materials
The current checklist requires the grant application form, organization financial statements for the previous two years if available, proof of organization status, a detailed current project budget, information on other funding sources, a results-measurement plan, written confirmation of other funding or donations for any remaining project balance, documentation of in-kind contributions when applicable, additional organization background materials, and a signed public/private partnership agreement when applicable.
