Opportunity Overview
The Kansas Department of Commerce is accepting applications for the Fall 2026 Impact Grant under the statewide community program now branded Empower Kansas, formerly Kansas Community Empowerment (KCE). Funding
Kansas Commerce states that the 2026 Impact Grant program has $60,000 total funding, with $30,000 available in each round. Commerce’s 2026 program launch described individual Impact awards ranging from $5,000 to $15,000.
Deadline and Submission
The Fall 2026 application period is September 1 through October 31, 2026, with a submission deadline of October 31, 2026. The current official page does not publish an exact closing clock time or time zone. Applicants should use the online Impact application linked by Kansas Commerce and should not infer an alternate deadline time or submission method.
Eligibility
Projects must occur in a currently enrolled Kansas community and the applicant must satisfy the applicable program-tier requirements. Eligible entity types include county or municipal governments, economic development organizations, local chambers of commerce, 501(c)(3) and 501(c)(6) nonprofit organizations, and community foundations. Other organizations may work through an eligible contracted fiscal agent with a required Letter of Intent.
Eligibility control: the current live grant page requires the project to occur in a currently enrolled community that meets the applicable tier requirements, while Kansas Commerce separately describes the current participation tiers as Communities of Growth, Communities of Action, and Communities of Excellence. The public grant page reviewed does not identify which tier requirement applies to a particular Fall 2026 Impact applicant. Eligible Projects
Impact Grants support permanent or long-term investments that improve community vibrancy and physical or cultural assets. Published examples include permanent public art, placemaking improvements, downtown seating, sound systems or projectors for gathering places, park and recreation equipment, community signage and wayfinding, downtown facade improvements, community gardens, and coolers or equipment for a local community center.
Match and Required Attachments
A 1:1 match is required. Kansas Commerce’s 2026 program launch states that the match may include in-kind contributions such as volunteer hours. Before package production, Atlas must verify the complete current Fall 2026 attachment, documentation, fiscal-agent, tax-clearance, good-standing, and budget requirements from the live application and controlling guidance rather than carrying forward an older checklist.
