The Kentucky Department for Local Government (DLG) is currently accepting applications under the 2026 Community Development Block Grant (CDBG) Economic Development Program. The program supports eligible economic-development activities that create or retain jobs principally benefiting low- and moderate-income persons, and it also permits qualifying non-traditional activities benefiting low- and moderate-income persons.
Funding and project structure
DLG states that a single jurisdiction may request up to $1,000,000. Multi-jurisdiction applications may jointly request up to $2,000,000 while preserving the $1,000,000 per-jurisdiction limit. Multi-jurisdiction non-traditional applications may request up to $500,000, subject to a $250,000 per-jurisdiction limit. Current program criteria state that CDBG cost should not exceed $20,000 per job and that CDBG participation should generally be limited to one-third of total project cost.
Eligible applicants
Eligible applicants are Kentucky cities and counties other than designated HUD entitlement communities. The community is the applicant; program funds may support eligible economic-development projects involving specific business or industrial clients when structured through the eligible local government.
Submission materials
DLG’s current CDBG Guidelines and Applications page lists the 2026 CDBG Full Application – Economic Development (ED) together with the 2026 HUD CDBG Guidelines and supporting CDBG forms. DLG’s federal-grants summary directs CDBG applications to the Office of Federal Grants by email.
Verification hold
This record remains in Draft / Verification Hold because DLG’s current Economic Development program page states an application period ending March 1, 2027, while DLG’s current federal-grants deadline summary lists January 30, 2027 for Economic Development. Neither current page publishes an exact cutoff clock time or time zone. Atlas will not infer which deadline controls. Applicant-specific ORIGINAL outreach is blocked until DLG resolves the conflicting deadline and the current application package is fully reviewed for all required attachments, scoring, procurement and submission details.
Atlas assessment
Atlas Opportunity Score: 78/100. This is a current Kentucky-administered federal pass-through economic-development program with meaningful funding and a broad local-government applicant base. N9+ Fit Score: 10/100 conditional. Ordinary projects are not a natural N9+ fit; any healthcare-related vendor role would require a specific eligible public-purpose project and defensible procurement structure. QC Healthcare Fit Score: 18/100 conditional. No direct healthcare-vendor pathway should be assumed.
