Atlas Analysis

Atlas Opportunity Score 70/100. N9+ Fit Score 0/100. QC Healthcare Fit 0/100. Meaningful local infrastructure funding for project-ready Kentucky governments, but no defensible healthcare technology or clinical-device pathway.

Current Opportunity

The Kentucky Transportation Cabinet (KYTC), Department of Rural and Municipal Aid (DRMA), is currently accepting FY 2027 County/City Bridge Improvement Program (CCBIP) applications using Form TC 20-44 for eligible locally owned bridges that are closed or have posted traffic limitations.

FY 2027 Phase 9

KYTC’s current FY 2027 materials authorize $25 million for the program. Phase 9 begins September 1, 2026 and closes November 13, 2026. Phase 10 is scheduled for November 16, 2026 through February 12, 2027, and Phase 11 for February 15 through May 14, 2027.

Application Requirements

Applicants use Form TC 20-44. Current KYTC guidance says applicants should first contact the Chief District Engineer’s Office to confirm bridge inspection findings and corrective recommendations. The application requires agency and bridge information, proposed work, a detailed estimate, district concurrence, bridge-management education certificate, inspection report, and supporting project documentation. Photos and drawings or sketches are required where applicable. Full replacements also require rock-elevation information on the drawing.

Current KYTC guidance states that applications may be emailed to Bobbi Jo Lewis, Greg Meredith, and/or the appropriate Governmental Field Service Representative. Local Bridges Webinar completion is required before award. CCBIP is a construction reimbursement program. Engineering fees and application-development fees are not reimbursable and are treated as local contribution.

Atlas Verification Hold

The active Phase 9 date and application process are verified. However, the current controlling KYTC materials do not publish an exact November 13, 2026 cutoff clock time or time zone and do not state a universal match percentage. Atlas will not infer either term. Applicant-specific ORIGINAL outreach or deadline-dependent action remains on hold until the live cutoff is confirmed or KYTC publishes a controlling update.
