Opportunity Overview
The Georgia Veterinary Education Loan Repayment Program (GVELRP) — 2027 provides student-loan repayment assistance for veterinarians willing to provide qualifying veterinary services in Georgia shortage areas. The program is administered by the State Veterinary Education Board with assistance from the Georgia Student Finance Authority and administrative support from the Georgia Department of Agriculture.
Current 2027 Application Window
The Georgia Department of Agriculture states that the 2027 award application period is open and closes November 2, 2026 at midnight. The live state page does not publish a deadline-specific time zone. Late applications will not be considered.
Applicants must download and complete the current application and recommendation forms, sign the application, obtain three signed references, and email the application and all reference forms together to the State Veterinary Education Board at the address published on the official program page. At least one reference must be from a DVM/VMD and at least one from a current or former employer; an applicant with no employment history may substitute a professor directly involved in completion of the veterinary degree.
Eligibility
The live 2027 program page requires applicants to be U.S. citizens or otherwise lawfully present, reside in Georgia, and be either practicing veterinarians or veterinary students in their final year of study. The page states that applicants will only be considered if they practice or intend to practice in Board-approved rural counties meeting the program’s population thresholds and that prior service in an approved area does not count toward the contract.
The current state page now describes qualifying service as food-animal veterinary services or shelter medicine. Because the 2027 cycle incorporates statutory changes effective in 2026 and 2027, applicant-specific qualification must use the current 2027 application and the controlling service pathway rather than assuming that one pathway’s rules apply to the other.
Loan Repayment Amounts
Georgia’s 2025 HB 172 increased the statutory maximum for the established veterinary loan-repayment pathway to $90,000 total, paid at a rate of $30,000 per 12 months of qualifying service, subject to appropriations and Board approval. The law also limits applicants under that pathway to practitioners who have practiced in the required specialty for 10 years or less.
Georgia’s 2025 SB 20 created a shelter-medicine and nonprofit pet-sterilization pathway for veterinarians who have practiced for less than 10 years. That pathway authorizes up to $75,000 total, paid at a rate of $25,000 per 12 months of qualifying service, subject to appropriations and Board approval. The current 2027 program page specifically links the SB 20 changes as effective for the 2027 cycle.
Atlas Analysis
Atlas Opportunity Score: 65/100. This is a verified current Georgia-administered workforce opportunity with meaningful direct financial value to eligible veterinarians. It is primarily an individual professional loan-repayment program rather than an organizational equipment or capital grant.
N9+ Fit: 0/100. QC Healthcare Fit: 0/100. The opportunity is for educational-loan repayment tied to qualifying veterinary service commitments, so Atlas should not force N9+ or QC Healthcare into the project.
Applicant Readiness and Fail-Closed Controls
Before any ORIGINAL outreach, identify a verified eligible veterinarian or final-year veterinary student, confirm the exact 2027 pathway, Board-approved practice location and service commitment, verify the applicant’s current business contact without inferring an email address, and clear authoritative CRM, Email Opt-Out, permanent-bounce, Deal, Atlas_Email_Queue, and prior-send-history gates. Because the live state page gives the closing time as midnight without a deadline-specific time zone, do not invent one.
