The Kansas Department of Commerce is accepting applications for the 2026 Building Local Opportunity through Coordinated Kansas-Investment (BLOCK) Program, a competitive placemaking initiative designed to create a dramatic, highly visible transformation of one complete Kansas downtown block through coordinated public and private investment.
Funding and Deadline
Kansas Commerce has $500,000 available and anticipates making one award. There is no minimum award amount, and the maximum award is $500,000.
Applications are due September 30, 2026 at 11:59 p.m. The current official program page publishes the closing time but does not state a time zone, so Atlas does not infer one.
Who Can Apply
Eligible applicants are Kansas nonprofit organizations, Kansas units of local government including cities, counties and other eligible governmental entities, and Tribal Nations located in Kansas. Individuals and for-profit businesses applying independently are ineligible.
Project Requirements and Eligible Uses
Applicants must propose a coordinated transformation of a single downtown block containing at least three structures. Property owners, contractors, vendors and partners must be ready to proceed. Funded construction and rehabilitation must be completed within a compressed 10-14 day implementation window and no later than December 15, 2026.
Eligible uses include facade improvements, exterior painting, masonry and tuckpointing, building stabilization, awnings, signage, windows and doors, exterior lighting, landscaping, pocket parks, outdoor gathering spaces, wayfinding, small-scale streetscape improvements, certain electrical and accessibility improvements, and design or professional services directly related to eligible project activities. Strategic interior improvements may be eligible when they support the larger block transformation, provide a clear economic or community benefit, and can be completed within the required period.
Match and Key Restrictions
A 1:1 match is required and must be committed and available at application. At least 75% of the required match must be provided through cash or grant funds, while up to 25% may be provided through documented in-kind contributions. For a $500,000 request, the applicant must provide a total $500,000 match, including at least $375,000 in cash or grant funds.
Current guidelines expressly exclude HVAC and plumbing improvements, public art and murals, flooring, interior painting, interior stabilization, fundraising, political or lobbying expenses, entertainment, fines and penalties, bad debts, late fees or finance charges, contingency funds, pre-award costs, unrelated work, projects outside the designated block, routine maintenance that does not create meaningful transformation, and unapproved equipment purchases.
Required Attachments and Submission
Applications are submitted through Kansas Commerce’s Submittable portal. Required attachments include the state sexual-harassment acknowledgment, project and parcel maps, current block photographs, property inventory, detailed project budget, contractor/vendor list, major-work quotes or commitments, property-owner participation documentation, project timeline, weather/contingency plan, match documentation, partner commitment letters, documentation of public/private investment, and SHPO approval or clearance when applicable.
