Opportunity Overview
The Kansas Department of Commerce 2026 CDBG Regional Water Implementation Grant Program supports multi-community water infrastructure projects in rural Kansas. Eligibility and Match
Only eligible Kansas cities and counties may apply. State CDBG entitlement communities are excluded: Kansas City, Lawrence, Leavenworth, Manhattan, Overland Park, Topeka, Wichita, and all of Johnson County. Projects must benefit low- and moderate-income persons with at least 51% LMI beneficiaries. The required match is 50% of the CDBG grant request, and at least 10% of the matching funds must be cash from a local source.
Eligible Scope
Eligible work includes projects that consolidate water systems under one governing body, create or expand a Public Wholesale Water Supply District, or benefit at least two unconnected primary public water systems. Post-award administrative, engineering, and architectural professional services may also be eligible.
Readiness Requirements
An approved pre-application is required before the full application. The initial public hearing must be held at least 15 full days before submission and no earlier than 120 days before the application. Applicants must also address preliminary engineering or architectural documentation, environmental review, procurement requirements, committed matching funds, and other applicable CDBG compliance requirements.
