Overview
The Nebraska Department of Education (NDE) administers Rule 3 funding to support services for High Ability Learners (HAL). The 2026-2027 individual district application window is open through September 30, 2026.
Funding
Each participating district is eligible for approximately $2,300 in base funding. Additional state matching funds are calculated from the number of HAL-identified students, up to 10% of total district membership. If a district accepts state matching funds, it must commit local dollars equal to at least 50% of the state matching amount.
Deadline
Individual district application deadline: September 30, 2026. NDE does not publish an exact closing clock time or time zone on the current HAL funding page.
Consortium caution: NDE separately states that the Intent to Consort was due July 1, 2026 and that consortium fiscal-agent applications ran August 1 through September 15, 2026. Atlas therefore does not treat new consortium applications as currently open without direct NDE confirmation.
Eligibility
Nebraska public school districts may apply individually. Rule 3 also permits consortium structures using a district or Educational Service Unit as fiscal agent, subject to the applicable consortium requirements and deadlines.

NDE describes shared services, staffing, resources, universal screening, professional learning, and specialized programming as examples of needs that may support a consortium approach. Applicants should rely on Rule 3, the current HAL application, and NDE guidance for final allowability.
Submission
Applications are submitted through the new NDE Portal. A HAL plan is required. Districts should confirm their funding calculation and any local-match obligation before submission.
