Atlas Analysis

Atlas Opportunity Score 74/100. N9+ Fit 0/100; QC Healthcare Fit 0/100; Dr. Miltie direct-vendor fit 0/100. Strong statewide recycling and circular-economy grant with equipment and infrastructure allowability but no defensible healthcare-technology pathway.

Opportunity Overview

The Arizona Department of Environmental Quality (ADEQ) FY2027 Recycling Grant Program is open statewide for recycling, source-reduction, reuse, education, research, and circular-economy projects. ADEQ is making up to $1 million available for FY2027 across three grant tracks: Waste Reduction Assistance (WRA), Waste Reduction Initiative Through Education (WRITE), and Recycling Research & Development (RR&D).

Funding and Deadline

Applications are due September 29, 2026 at 3:00 p.m. MST. Standard WRA requests may be up to $250,000 per application for private enterprises, nonprofits, political subdivisions, and Tribal governments. Any eligible organization may request up to $500,000 in WRA funds to establish a new end market for processing materials. WRITE and RR&D requests are capped at $100,000 per application.

Eligibility

Eligible applicants include Arizona political subdivisions, Tribal governments, nonprofit organizations, educational institutions, and private enterprises whose goals are consistent with the state’s interests. More than one project application per applicant may be submitted, and eligible entities may collaborate.

Match and Eligible Costs

No match is required for the FY2027 grant cycle. WRA funds may support supplies, equipment, vehicles, construction-related costs, and new or existing personnel. Eligible project examples include curbside and drop-off recycling, composting and wasted-food diversion, material recovery facilities, public-venue recycling, household hazardous-waste and prescription-drug collection, electronics recycling, and end-market development. WRITE supports education and behavior-change efforts, while RR&D supports technology development, recycled-content product development, feasibility studies, solid-waste audits, end-market development, and other waste-reduction concepts.

Application and Submission

Applicants must use ADEQ’s current grant materials, including the Recycling Program Grants Manual, signed grant application form, disclosure form, budget form and narrative, timeline, and other required attachments. Letters of support are required where partners or stakeholders are being leveraged. The complete application package must be combined into a single PDF and emailed to recycling@azdeq.gov by the deadline. Late applications are not accepted.

Atlas Analysis

Atlas Opportunity Score: 74/100. This is a legitimate statewide Arizona grant with meaningful equipment and infrastructure allowability, broad applicant eligibility, an authoritative no-match rule, and a fully specified deadline and submission method.

N9+ Fit: 0/100. QC Healthcare Fit: 0/100. Dr. Miltie direct-vendor fit: 0/100. The program funds recycling and solid-waste projects, not clinical care or healthcare-technology procurement. Healthcare organizations may be eligible applicants for recycling initiatives, but Atlas should not force an N9+ or QC Healthcare pathway.
