Allowable Activities

GAP funding may be used to procure a gang case-management system or update an existing gang case-management system. Costs that are not directly related to the approved project are unallowable. Recipients must follow applicable Georgia and GEMA/HS procurement requirements, including competition when required, cost reasonableness, documented vendor-selection methodology, conflict-of-interest safeguards, and quotation or proposal documentation when applicable.

Application Requirements

A complete application must be submitted through the GEMA/HS Grants Portal and include, at minimum:

  • a completed GEMA/HS Investment Justification;
  • a project narrative describing the agency mission, implementation plan, past/present/future gang-investigation and prosecution efforts, and justification for the requested amount;
  • a detailed project budget showing total project cost, GAP amount requested, and other applicable funding; and
  • a budget narrative explaining how each expenditure was calculated and why it is reasonable, necessary, allocable, and directly related to the approved project.

Incomplete applications or applications lacking required documentation may be deemed ineligible.
