The Georgia Environmental Protection Division (EPD) is accepting applications for the FY2027 Tire Products (Tire) Grant through September 30, 2026. The Solid Waste Trust Fund program supports eligible Georgia public entities that use tire-derived products or research innovative uses and new products derived from scrap tires.
Funding and match
Eligible applicants may request up to $250,000. The Tire-Derived Products track requires no match. The Research of New and/or Innovative Uses for Scrap Tires track requires a minimum 20% match of total project cost, with grant funds paying up to 80%.
Eligibility
Eligible applicants include Georgia counties, municipalities, combinations of local governments, and public authorities, agencies, commissions, or institutions. Nonprofit and private organizations are not eligible. Local-government applicants must have Qualified Local Government status on the application date. Applicants subject to an open EPD consent order or other EPD enforcement action are not eligible, and prior grantees with unsuccessful grant administration may be deemed ineligible.
Eligible project tracks
The Tire-Derived Products track can support projects such as rubberized paving, poured playgrounds or trails, mats, pavers, tiles, courts for schools or parks, and traffic-related products. Grant reimbursement is limited to the incremental direct cost of incorporating tire-derived products compared with conventional materials. The research track can support salaries, material testing, and other documented research costs for projects that identify innovative uses, tests, or new products derived from scrap tires.
EPD will not fund projects using loose tire-derived mulch or tire-derived beads for artificial turf. Purchases must follow the awardee’s procurement requirements and policies.
Application requirements
Applications must be submitted through the SWTF Grant Program Administration Portal; email submissions are not accepted. Required supporting materials include a W-9 for the applicant entity, a state contractor affidavit, and quotes or other cost documentation supporting every budget line item. Tire-derived-product projects must also document that the intended material is actually made from recycled scrap tires. The funded project timeline generally may not exceed 24 months without EPD approval.
Deadline and verification hold
Georgia EPD lists September 30, 2026 as the FY2027 application submission deadline. As of September 22, 2026, the current program page and FY2027 guidance do not publish an exact closing clock time or deadline-specific time zone, so Atlas is not inferring either. The opportunity therefore remains on verification hold for publication and ORIGINAL outreach.
Competitive scoring
EPD scores eligible applications competitively and funds the highest-ranking projects while funds remain. Tire-derived-product proposals are evaluated on project clarity, need, community benefit, the proposed tire-derived products, comparison of tire-derived and conventional project costs, tons of tire-derived product used, incorporation and sourcing, community information-sharing, timeline, and budget. Research proposals are evaluated on project purpose, objectives, methodology, impact evaluation, dissemination of results, market benefit, innovation, timeline, and budget. Both tracks may receive 5 bonus points for using Georgia-based suppliers and 5 bonus points for a joint proposal from two or more eligible applicants.
