Opportunity Overview
The Georgia Department of Community Affairs (DCA), through the OneGeorgia Authority, is administering the FY 2027 Workforce Housing Initiative to help eligible Georgia communities expand workforce housing supply. Approximately $30 million is available through an ongoing competitive cycle, subject to funding availability.
Funding
Infrastructure grant requests must be at least $250,000 and may not exceed $2.5 million per application and development. Construction financing is available at 0%-3% for up to 40% of total development costs or $1 million, whichever is less, with private financing and developer equity required.
Match and Local Commitment
For infrastructure grants, applicants in counties with populations under 50,000 generally must provide a local-government cash match equal to at least 15% of the grant request; applicants in counties over 50,000 generally must provide at least 30%. Those percentages may be reduced to 5% and 10%, respectively, when the local government commits to the program’s specified permitting and development concessions. The required match may also be reduced by documented public land donations and waived tap fees, as permitted by the NOFA.
Eligibility
Eligible infrastructure applicants include units of general-purpose local government and local, regional, and state authorities, generally in partnership with a housing developer, and only for activities in OneGeorgia-eligible counties. For construction-finance requests, the Georgia Housing Finance Authority may also consider loans to private developers, including nonprofits and community housing development organizations, with active local-government engagement.
Eligible Activities
The program supports activities that directly accelerate workforce-housing production, including publicly owned infrastructure required for new housing development and qualifying construction finance. Projects must satisfy the affordability, development-readiness, environmental, procurement, and other requirements in the current NOFA.
Application Timing
Infrastructure applicants must first complete an Initial Project Assessment meeting with the DCA Regional Representative and then submit a required pre-application at least 30 days before the full application. The current FY 2027 infrastructure full-application deadlines are October 9, 2026, January 8, 2027, and April 9, 2027. Because the October 9 cycle’s 30-day pre-application threshold has already passed for a new applicant, the next practical full-application target for new infrastructure outreach is January 8, 2027, with the required pre-application due no later than December 9, 2026. The official NOFA does not publish a closing clock time or time zone for these dates. Construction-finance applications are accepted on a rolling basis while funds remain available.
