Opportunity Overview
The Georgia Department of Natural Resources, Coastal Resources Division is accepting Cycle 30 Coastal Incentive Grant pre-applications for FY 2027-2028. CIG is a Georgia-administered pass-through subgrant program under the Georgia Coastal Management Program.
Funding
Applicants may request up to $80,000 in federal CIG funds. All projects require a minimum 1:1 non-federal match. Match may be cash from local, state, or private sources or eligible in-kind services. Awards are reimbursement-based and contingent on federal funding and NOAA approval.
Eligibility
Eligible entities include Georgia Qualified Local Governments in the eleven-county coastal area, regional commissions, Georgia state agencies other than GADNR, and Georgia government-affiliated educational and research institutions. Other parties may be considered when sponsored by an eligible entity. Eligible projects must be entirely concentrated in or physically located within Brantley, Bryan, Camden, Chatham, Charlton, Effingham, Glynn, Liberty, Long, McIntosh, or Wayne County.
Deadline and Submission
Pre-applications must be submitted through the CIG web portal by 4:30 p.m. on Friday, December 4, 2026. Invited full applications are due through the web portal by 4:30 p.m. on Friday, February 12, 2027. The current public page, RFP, and Cycle 30 application instructions do not state a deadline time zone, so Atlas does not infer one.
Funding Themes and Allowable Work
Cycle 30 priorities include Sustainable Communities; Oceans and Wetlands; Disaster Resiliency and Coastal Hazards; Public Access and Land Conservation; and Nature-Based Solutions. The RFP permits qualifying planning, research, education/outreach, equipment and supplies, subcontract work, and qualifying low-cost construction or land acquisition consistent with program rules. Construction and acquisition projects require additional NOAA Section 306A compliance and a pre-application meeting/site visit with GADNR staff.
Application Requirements
The pre-application requires a completed applicant profile, project overview, coastal-management relevance, measurable goals, task descriptions, and an estimated budget demonstrating the required 1:1 match. Full applications are by invitation only and add detailed task descriptions, a project timeline, project-management information, detailed budget narrative, supporting documentation, and applicable letters/agreements required by the instructions.
Atlas Analysis
Atlas Opportunity Score: 82/100. This is a legitimate, current Georgia-administered coastal grant with clear project themes and a defined award ceiling. N9+ Fit: 0/100. QC Healthcare Fit: 0/100. Healthcare technology should not be forced into this environmental and coastal-management program.
Verification hold: the published deadline clock time is clear, but the controlling public materials do not state a time zone. Atlas may continue research and applicant qualification, but ORIGINAL outreach must fail closed until all applicant-specific CRM, recipient, deduplication, opt-out, bounce, and deadline requirements are satisfied.
