Funding restrictions: Funds may not be used for adult personal expenses, independent contracting, major capital improvements or construction, activities begun before the award period, deficit funding, fundraising, off-island travel, or equipment costing $1,000 or more per item unless the Foundation board approves an exception. Food and refreshments associated with an approved activity are limited to 10% of program/activity cost.

Match/cost share: The current official materials do not establish a mandatory match or cost-share percentage. The application does require disclosure of the total project cost, other cash funding, revenue, and in-kind contributions.

Application package: The application should be brief and no more than three pages, addressing the organization, proposed program/project, total cost and funding sources, and qualifications of responsible personnel. First-time nonprofit applicants must include the IRS determination letter and organizational papers such as bylaws and articles of incorporation or policy statements. The quarterly program requires an original plus 12 copies of the application materials.
