The Arizona Health Care Cost Containment System (AHCCCS) is procuring managed-care organizations for the Arizona Long Term Care System Elderly and/or Physically Disabled (ALTCS E/PD) program under RFP YH27-0001. Proposals are due September 24, 2026 at 3:00 PM Arizona Time (MST). AHCCCS expects contract awards in January 2027 and an October 1, 2027 contract start.
September 11, 2026 update
AHCCCS has issued Solicitation Amendment 3, executed September 9, 2026. The official Bidders’ Library now records Round #2 Answers Posted: September 11, 2026. Amendment 3 removes and replaces Section I, Exhibit F2 (Contract Citations and Past Performance Submission Requirements), incorporates the Round 2 questions and answers, and requires Offerors to submit a signed copy of the amendment with their response. The amendment confirms the proposal deadline remains September 24, 2026 at 3:00 PM Arizona Time. The current AHCCCS Bidders’ Library still lists no Offerors; Atlas therefore continues to gate partner outreach until an organization is officially verified as an active Offeror.
Prime-offeror requirements
This is a managed-care procurement, not a general vendor bid. AHCCCS states that successful Offerors must be managed-care organizations capable of contracting with CMS to provide and manage Medicare benefits for dual-eligible members. The RFP also requires substantial managed long-term-services-and-supports or comparable Medicaid managed-care experience, and requires a $25.9 million minimum capitalization per successful Offeror. A potential prime that fails to submit the required Intent to Bid by the controlling due date/time is disqualified from submitting a proposal.
Why this matters for N9+
The RFP’s scored performance considerations expressly include application of technology on behalf of members and families, including technology used in Medicaid-compensable services; targeted investments and partnerships with external organizations; support for network providers; and innovative approaches. AHCCCS also identifies enabling and assistive technology as a future-facing service-delivery priority, including customized devices and remote supports.
The technical proposal requires Offerors to address home- and community-based services, integrated care delivery, primary-care and behavioral-health access, rural network differences, complex medical needs, durable medical equipment, and service accessibility. Its case studies include elderly and physically disabled members living at home with chronic disease, caregiver constraints, delayed PCP access, rural isolation, and emerging symptoms that require timely clinical assessment, use cases where connected remote physical examinations can materially strengthen an MCO’s access strategy.

Atlas Opportunity Score: 96/100. N9+ Direct Vendor Fit: 95/100 — HIGH FIT. Dr. Miltie is not positioned as the prime managed-care Offeror. The defensible commercial path is Path C: partner with a qualified MCO Offeror and position N9+ as the connected remote-exam and home/community clinical-access technology layer within the Offeror’s scored technology, integrated-care, rural-access, care-gap and provider-support strategy.
Atlas should prioritize MCOs that actually appear on AHCCCS’s official Offeror list rather than assuming that every incumbent or prospective plan is pursuing the solicitation. Participation in procurement Q&A is not being treated as proof of active bidder status.
Funding / contract value
AHCCCS will reimburse successful Offerors on a capitated rate basis. The public RFP materials reviewed by Atlas do not state a fixed total contract ceiling or a single award amount, so Atlas does not invent one.
Submission mechanics and next action
Proposals are submitted through the AHCCCS Secure File Share (ASFS). The evaluation totals 1,000 points: 600 for the written technical proposal, 240 for oral presentations, 100 for the non-benefit-cost bid, and 60 for contract citations/past performance. Atlas will monitor the official Offeror list and later amendments, then build MCO-specific N9+ partnership capture strategies for verified bidders.
