Opportunity Overview
Hawai‘i State Department of Education (HIDOE) has released RFP D27-031 / HIePRO P27000326 — Robust Learning Management System for the HIDOE, a statewide procurement for a remotely hosted K-12 Software as a Service learning management system supporting online and blended instruction, Hawaii Online Courses, professional development, and statewide instructional administration.
Deadline and Procurement Status
HIePRO currently lists the solicitation as Released. It was released August 31, 2026 and amended September 17, 2026. Proposals are due October 1, 2026 at 4:30 PM Hawaii Standard Time (HST) through HIePRO. Addendum A is controlling and must be read with the base RFP.
Core Scope
The contractor must provide a turnkey, remotely hosted SaaS LMS that supports K-12 teaching and learning, course development, student engagement, integrated video, accessibility, administration, analytics, secure role-permissioned generative AI, and enterprise integrations. The solution must conform with WCAG 2.1 and 2.2 Level AA and integrate with State systems including Infinite Campus, Learnsoft, Microsoft Azure Active Directory, Google/GSuite, Genius, and other approved applications and LTI tools.
The platform must scale from approximately 5,000 to 150,000 active users. Addendum A defines the initial Year-1 baseline as 5,000 active users and requires support for an estimated average peak load of approximately 5,000 simultaneous active sessions.
Addendum A Requirements
Addendum A replaces the professional support and training section. The contractor must provide a dedicated client liaison, professional-development services, a dedicated remote LMS system administrator located within the United States, direct Tier 1 technical support for approximately 250 teachers or instructors across active implementation sites, and Tier 2 and Tier 3 escalation support for designated State and district system administrators. Support must be available by phone, web portal, and email during HST business hours.
The addendum also clarifies data-breach notification, disaster recovery, and end-of-contract data handling. All application hosting, databases, backups, and network paths must reside strictly within the continental United States or Hawai‘i. Direct administration or maintenance of the State LMS production or staging environment must be performed by U.S.-based personnel.
Migration and Integration
HIDOE estimates migration of approximately 2,400 Canvas courses, including roughly 200 master course shells or templates and approximately two years of historical course data representing about 2,200 active and archived courses. The State strongly prefers an automated direct system-to-system migration methodology. Historical student enrollment records, student submission data, and past gradebook logs will not be migrated; current accounts and current-term enrollments for the July 1, 2027 production launch will be provisioned through State integrations.
Required integrations include nightly roster and enrollment ingestion from Infinite Campus, Microsoft Azure Active Directory for staff single sign-on, Learnsoft and Genius synchronization, and support for LTI 1.3 / LTI Advantage. Addendum A identifies current tools that may require support or reconfiguration, including Discovery Education, EBSCO, CodeHS, Canva, Padlet, Cisco Webex, Google Meet, Khanmigo, SchoolAI, Edlink, and other State-approved applications.
Offeror Qualifications
Offerors must satisfy the RFP qualification requirements, including at least five years in the LMS industry and at least three years providing similar services to a large K-12 client. Addendum A clarifies that an equivalent client may be a full-state implementation or a comparable large multi-school K-12 implementation of 5,000 or more users. Authorized resellers, OEMs, licensees, and white-label providers may qualify if they possess the legal rights to license, host, maintain, and support the proposed SaaS platform and assume full contractual, technical, and legal responsibility.
Canadian prime contractors may submit if they meet all requirements, including registration to do business in Hawai‘i, compliance documentation, insurance, U.S.-based hosting and data-path requirements, and a U.S.-based system administrator. Specialized implementation subcontractors do not independently need to own the LMS platform, but the prime contractor remains fully responsible for their work.
Pricing and Contract Term
HIDOE will not publish a budget ceiling or estimated funding range. Offerors may use their standard licensing model, including flat enterprise, per-active-user, per-FTE, or volume-tiered pricing, but must provide a comprehensive year-by-year cost breakdown for setup, implementation, licensing, migration, maintenance, and professional support. For evaluation, the offeror must provide one firm total price covering the full five-year term, including optional extension periods.
Full production performance is scheduled from July 1, 2027 through June 30, 2030, with up to two additional twelve-month extensions. Migration, system setup, staging, testing, and integrations are expected between contract execution, estimated for February 2027, and June 30, 2027.
