The Illinois Department of Veterans’ Affairs (IDVA) is accepting applications for the Jan. 1, 2027 through Dec. 31, 2027 Veterans Scratch-Off Lottery Ticket Program, also known as Vets Cash. Net proceeds from the Illinois veterans scratch-off lottery support organizations serving Illinois veterans.
Funding
The live Illinois Euna/AmpliFund opportunity lists $500,000 in State opportunity funding. Competitive awards range from $25,000 to $100,000. The current opportunity lists no cash or in-kind match requirement.
Deadline and Submission
Illinois GATA lists the current application period through September 30, 2026. The live Euna opportunity states that AmpliFund will not allow submission after 5:00 PM CST on the Submission Close Date. Applications must be submitted through the Illinois AmpliFund/Euna Grants Management System; no other submission method is eligible.
Eligibility
Eligible applicants are government organizations and nonprofit organizations. The program is limited to government agencies and tax-exempt entities currently providing veterans assistance, or organizations providing similar assistance to non-veterans that seek to expand those services to veterans. Beneficiaries must be Illinois veterans. Applicants must satisfy Illinois GATA prequalification requirements, and tax-exempt applicants must provide proof of 501(c)(3) status where required.
Allowable Program Areas
Funding must address one or more of the program’s published veteran-service priorities: behavioral health, homelessness, health insurance costs, long-term care, disability benefits, job placement and training, or emergency financial assistance. The current Euna opportunity expressly disallows alcohol, entertainment, flowers, and catered food.
Application Materials
The application and budget must be completed in AmpliFund. The public opportunity identifies the Uniform Application for State Grant Assistance and Uniform Budget Template and instructs applicants to upload project descriptions, proposals, pictures, charts, tables, and maps as applicable within the system.
