The University of Mississippi Department of Student Housing is soliciting proposals from qualified and authorized security systems integrators for RFP 816, Resident Hall Security Modernization and Integration Services.
The work covers a phased migration and expansion of residence-hall electronic access control and video surveillance on the University’s existing on-premises Genetec Security Center platform. The selected integrator must support Genetec, Mercury access-control infrastructure, Schlage devices, Axis video surveillance, existing StarRez integration, credentialing, installation, configuration, commissioning, documentation, training, maintenance, emergency service, and ongoing technical support.
Proposal deadline: October 22, 2026 at 1:00 PM CT. Questions are due September 29, 2026 at 3:00 PM CT. A non-mandatory vendor discovery day is scheduled for September 24, 2026 at 10:00 AM CT.
Proposals may be submitted as one sealed hard copy plus two USB PDF copies to University Procurement Services, or as one electronic PDF through the University’s current-bids system. Proposals must be signed by an authorized vendor representative and remain firm for 90 days.
Key proposer requirements include current Unified Elite partner status with Genetec Security Center, evidence of applicable manufacturer reseller/integrator/certification status, enterprise-scale access-control and surveillance experience, qualified technical personnel, at least two comparable university references, at least $1 million in general and professional liability coverage, current annual report and audited financial statements, a VPAT, HECVAT Light, project timeline, lifecycle pricing, hardware/software specifications, training approach, and a proposed contract compliant with the University’s Mandatory Addendum.
The initial contract term is one year and may be extended by the University. Evaluation totals 100 points: 35 for solution criteria, 20 for proposer criteria, 20 for five-year total cost of ownership, 15 for RFP compliance, and 10 for pricing structure and value.
