Service Scope
The evaluations support Maine’s statutory responsibilities for Adult Protective Services and for people with intellectual disabilities or autism. DHHS states that the work includes specialized neuropsychological, psychosexual, forensic, and related psychological evaluations intended to help teams support individuals safely and appropriately.
Current Funding and Provider
The current contract amount is $20,000.00 for Elise Magnuson of Portland, Maine. The State identifies Dr. Magnuson as a Maine-licensed psychologist with specialized forensic and consultation experience and states that she is the sole provider of this type of service in Maine under the current record.
Eligibility and Qualification Requirements
The controlling PJF emphasizes specialized psychological licensure, forensic and psychosexual evaluation capability, substantial relevant experience, and the ability to complete complex evaluations under urgent circumstances. Although the form includes the W&Q justification, the narrative simultaneously states that the incumbent is the sole provider of this type of service in Maine and that DHHS does not intend to issue an RFP.
Atlas Relevance
The service is relevant to behavioral health, disability services, and forensic assessment, but the current record does not establish telehealth infrastructure, remote diagnostic devices, or N9+ costs as allowable. The specialized licensed-psychologist and forensic-evaluation requirements do not support a direct-prime Dr. Miltie path.
