Opportunity Overview
Maine DHHS, Office of Behavioral Health, maintains an active Willing & Qualified contracting pathway for Mental Health Psychosocial Clubhouse Services. The current contracts run from July 1, 2025 through June 30, 2027 and support vocational and psychosocial clubhouse services tied to Maine’s Employment First obligations.
Service Scope
The State describes psychosocial clubhouse services as part of the continuum used to help meet vocational-service obligations for class members whose needs are identified in Individual Service Plans. Clubhouse services are intended to support community participation, employment, and recovery-oriented functioning.
Current Funding and Providers
The attached provider schedule lists $744,760.00 across two incumbents: Kennebec Behavioral Health at $550,560 and Penobscot Community Health Center at $194,200. These organizations are current providers, not unsent applicants for this exact contract set.
Eligibility and Qualification Requirements
OBH states that providers must be certified by Clubhouse International to provide Mental Health Psychosocial Clubhouse services. The current PJF says the two named organizations are the only Maine providers with that accreditation and each serves its identified geographic area. MaineCare Section 65 establishes the unit rate used for the service.
Atlas Relevance
The pathway is relevant to serious-mental-illness recovery, vocational rehabilitation, and community integration, but the controlling PJF does not establish telehealth infrastructure, remote diagnostic tools, medical devices, or N9+ costs as allowable. The specialized Clubhouse International accreditation and geographic-service model do not support a current direct-prime Dr. Miltie path.
Next Action
Treat Kennebec Behavioral Health and Penobscot Community Health Center as incumbents. Do not manufacture applicant outreach. If another Maine organization later obtains Clubhouse International certification and a service-area need emerges, re-verify current W&Q status, qualification criteria, funding availability, geography, and all CRM and Atlas_Email_Queue deduplication/send gates before any outreach.
