Service Scope
The State describes rental assistance for tenants who are eligible under MaineCare Benefits Manual Section 17 and live in buildings funded in part by Maine State Housing Authority. Participating providers own or have contracted use of the subsidized facilities or buildings and must be able to administer the housing subsidy relationship for the target population.

The PJF cover lists $748,011.75, while the attached seven-provider schedule totals $747,990.00. Eligibility and Qualification Requirements
Willing and qualified providers must have the demonstrated ability to serve the target population, maintain the relevant housing relationships, and provide subsidies in units serving Section 17-eligible tenants. The State uses HUD Fair Market Rents or rent-reasonableness standards for cost controls and states that it does not intend to competitively procure the service while it remains under the W&Q model.

This pathway is relevant to behavioral-health stability and community-based care, but the controlling PJF does not establish telehealth, remote diagnostic capability, clinical-device acquisition, or N9+ costs as allowable.
