Deadline and Submission
The RFP was announced September 1, 2026. Questions are due September 22, 2026 through the BidNet Direct e-procurement Question and Answer function. HHSC anticipates issuing its response addendum on October 12, 2026. Proposals are due December 3, 2026 at 2:00 PM HST and must be submitted through the BidNet Direct e-procurement system. The official HHSC RFP controls over secondary procurement listings that report a different closing time or date.
Scope of Work
The contractor must provide remote radiology interpretation and radiologist consultation 24 hours per day, seven days per week, for an estimated annual volume of 229,867 studies across the participating HHSC facilities. Modalities include X-ray, CT, ultrasound, MRI, nuclear medicine, DEXA, and mammography.
Required turnaround times are outpatient exams within 8 hours, inpatient exams within 4 hours, emergency-department exams within 1 hour, and STAT exams within 30 minutes. For STAT studies, preliminary interpretations must be provided within 30 minutes and final interpretations within 1 hour. The contractor must integrate with the regional facilities' EMR and PACS environments and support secure electronic reporting.
Contract Structure
The agreement term is three years effective June 21, 2027, with renewal available for up to three additional years through supplemental agreement. The RFP does not publish a guaranteed contract ceiling. Offerors must submit a detailed cost proposal and the required pricing information.
Bidder Requirements
Interpreting radiologists must be employed by or subcontracted with the contractor, licensed to practice in Hawaii, board certified by the American Board of Radiology, and members of all applicable regional facilities' medical staffs with appropriate privileges before assignment. The contractor must maintain uninterrupted coverage, arrange equally qualified alternates, enroll interpreting radiologists with applicable payors, identify accreditation physician representatives, and provide an implementation plan for software and hardware integration, Hawaii licensure, and payor enrollment.
Offerors should provide at least two verifiable professional references for similar services performed during the last three years, an organizational chart, proposed key personnel and subcontractors, a method-of-approach narrative, pricing information, and the RFP's required forms and declarations. The RFP requires general and professional liability coverage of at least $1 million per occurrence and $3 million aggregate, together with workers' compensation as required by law.
Atlas Analysis
Atlas Opportunity Score: 88/100. This is a high-value healthcare-access and rural-service procurement with direct relevance to remote clinical capability, hospital continuity, and specialist access across multiple Hawaii islands. The opportunity is technically restrictive because successful offerors must deliver continuous coverage with Hawaii-licensed, ABR-certified and hospital-privileged radiologists and satisfy substantial integration, quality, billing, reference, and insurance requirements.
N9+ Solution/Partner Fit: 0/100. Dr. Miltie Direct Vendor Fit: 0/100. QC Healthcare Fit: 0/100. The solicitation is for professional radiology interpretation and associated reporting infrastructure, not examination hardware or a general telehealth platform. Dr. Miltie and QC Healthcare should not be treated as direct bidders absent a separately verified radiology-provider structure that meets the RFP's clinical, credentialing, operational, integration, insurance, and billing requirements.
Next Action
Qualified radiology groups and appropriately structured teams should review the complete HHSC solicitation and all current BidNet postings, confirm Hawaii licensure and hospital credentialing, continuous coverage capacity, comparable-service references, insurance, EMR/PACS integration, payor enrollment and billing capability, and monitor the portal for the October 12 response addendum and any later amendments before submission.
