Funding
OHA is allocating up to $4,700,000 and anticipates approximately 10-15 awards, with a maximum award of $500,000. Grant agreements are expected to run for three years, though shorter project periods may be considered. Administrative costs are capped at 20 percent of the total award.
There is no matching requirement associated with this grant. OHA does ask applicants to disclose leveraged outside funding, and its FAQ explains that leverage may include financial or non-financial contributions such as in-kind labor, donated services, and volunteer support.
Who can apply
Eligible applicants include Community Action Agencies, Coordinated Care Organizations, electric utilities, local governments, local housing authorities, manufactured dwelling park nonprofit cooperatives, natural gas utilities, and nonprofit organizations. Tribal funding is handled through a separate set-aside process. Applicants must explain how they serve or represent Individuals with Disabilities and/or Older Adults age 55 or older. Recipient households must be at or below 80 percent of area median income.
Eligible work and restrictions
This round focuses on home repairs, rehabilitation, health and safety improvements, and accessibility modifications for low-income Individuals with Disabilities and Older Adults. OHA prioritizes organizations with direct-service and home-repair experience, rural or frontier reach, renter accommodations, and effective use of outside resources.
Grant funds may not be used for new housing construction, real-estate purchases, vehicles, direct medical care or medical supplies, appliances, or individual household rent, mortgage, utilities, phone, or internet costs. Repairs cannot be performed on vacant units unless an eligible occupant is already under an agreement to occupy the unit.
Submission
Applications must be submitted electronically through OHA’s HHGP web-based submission form by the closing date and time. A complete submission includes the online Grant Application, the OHA Proposed Budget Template in Excel format, and an IRS nonprofit determination letter when applicable. Only one Grant Application may be submitted per EIN.
