Opportunity Overview
The Oklahoma Tobacco Settlement Endowment Trust (TSET) is accepting applications for the FY27 Built Environment Grant: Nutrition and Access to Healthy Food, funding opportunity 092-BEN27. The program supports shovel-ready construction projects that improve access to healthy food and beverages through farmers’ markets, food pantries and PreK-12 school settings in Oklahoma.
Funding and Deadline
TSET has allocated up to $1.5 million across the opportunity. Farmers’ market and food-pantry projects may request up to $100,000 per year; the Healthy Students in Schools track may request up to $200,000 per year. Who Can Apply
Eligibility depends on the selected track. Eligible organizations can include Oklahoma institutions of common and higher education, local governments, 501(c)(3) organizations, tribal nations, state agencies and qualifying public schools. The Healthy Students in Schools track is limited to PK-12 public school districts or sites, qualifying nonprofit school sites serving specific populations, and tribal nations operating school sites. Applicants must have an Oklahoma brick-and-mortar presence, own the project property at application, meet applicable good-standing and tobacco-funding requirements, and satisfy the track-specific eligibility rules.
Project and Match Requirements
Projects must be shovel-ready, located in Oklahoma, accessible to the public during reasonable usage hours and aligned to one funding track. Confirmed match is required when the project serves more than 10,000 people: 5% of total project costs for populations of 10,000–29,999, 10% for 30,000–49,999 and 15% for 50,000 or more. Projects serving 1–9,999 people have no match requirement.
Application Readiness
The RFA requires a complete project plan, current needs data and community buy-in, a detailed two-year budget using TSET’s required template, recent bids or quotes, staffing and management information, required tobacco-free and wellness policies, and other required attachments. Missing required documents, non-shovel-ready projects, separate detached project sites, budget inconsistencies or failure to meet an applicable match requirement can disqualify an application.
