Opportunity Overview
The Wisconsin Department of Health Services Division of Care and Treatment Services, working with the University of Wisconsin-Milwaukee Center for Inclusive Transition, Education & Employment, is accepting applications for FY27 Qualified Treatment Trainee Expanding Agency Awards. The program supports Wisconsin behavioral health agencies that have previously hired post-graduate Qualified Treatment Trainees and will expand QTT placements while investing in clinical-supervisor development. Applications are due October 9, 2026 at 11:59 p.m. CDT.
Funding
The FY27 Expanding Agency Award provides $20,000 per recipient agency. The current program materials do not state a fixed number of awards. Awards are competitive and contingent on funding availability.
Eligibility
Eligible applicants are Wisconsin mental health agencies that have previously hired at least one post-graduate Qualified Treatment Trainee. The agency must have at least one staff member qualified to supervise QTTs and must be able to hire at least one additional QTT position above the average number hired during the previous two fiscal years.
Program Purpose and Priorities
The QTT Grants Program is designed to build Wisconsin’s behavioral health provider workforce by increasing post-graduate QTT positions and strengthening clinical supervision. QTTs are master’s-level graduates in social work, counseling, or marriage and family therapy who are completing supervised direct-service hours toward professional licensure. Competitive priority factors include prior QTT grant history, service in mental-health professional shortage areas, HRSA unmet-needs measures, Medicaid service, DHS 35/75 clinic status, low-cost or charitable services, and demonstrated commitment to QTT and supervisor development.
Required Activities
Awarded agencies must participate in required grant orientation and supervisor-development activities, maintain a qualified designated supervisor, document QTT hiring, and meet the program’s additional-hire goal. The official FY27 program description and application-preparation materials should be used as the controlling source for required deliverables and application preparation.
