Required next actionPrioritize eligible rural Kansas libraries, senior-serving nonprofits and other qualifying community organizations in towns of 5,000 or fewer that did not receive SEED funding in the past year. Verify eligible county/community, applicant type, prior-year award history, 10% match, project-specific allowability, authoritative recipient and sent-history dedupe before outreach. Use the current Commerce application, checklist, rubric, sample budget and required forms.

Broad Eligibility

County or municipal governments, economic development organizations, local chambers of commerce, and 501(c)(3) or 501(c)(6) nonprofits with projects in communities of not more than 5,000 people in one of 78 eligible Kansas counties. Current Round 5 announcement also limits applicants to towns that have not received a SEED grant in the past year. A 10% local match is required.

Atlas Analysis

Atlas Opportunity Score 92/100. N9+ Fit 85/100 conditional because senior programming expressly permits health/wellness equipment and technology, and library funding expressly supports equipment that helps patrons connect to essential telehealth services. Project-specific Commerce confirmation is required before treating N9+ as allowable. QC Healthcare Fit 25/100 conditional. Direct Dr. Miltie pursuit is blocked under current Atlas controls by the mandatory 10% local match and unverified direct-applicant eligibility. Applicant-side outreach remains viable, but initial outreach must not introduce N9+.

Opportunity Overview

The Kansas Department of Commerce Strategic Economic Expansion and Development (SEED) Grant program supports economic revitalization and quality-of-life projects in eligible Kansas communities with populations of 5,000 or fewer. The 2026 Round 5 program includes categories for childcare and senior programming, community vibrancy, food retail and libraries.

Funding and Deadline

Kansas Commerce announced $250,000 total funding for this round. The current program page lists a $10,000 minimum award and $25,000 maximum award, a required 10% local match, and no more than three projects per application. Applications opened August 17, 2026 and close October 19, 2026 at 5:00 PM. The official sources reviewed do not publish a time zone, so Atlas does not infer one.

Who Can Apply

Eligible entities include county or municipal governments, economic development organizations, local chambers of commerce, and 501(c)(3) or 501(c)(6) nonprofit organizations. Every project must occur in a community of not more than 5,000 people located in one of the 78 eligible Kansas counties published by Commerce. The current round announcement also states that eligible applicants must be in towns that have not received a SEED grant in the past year.

Healthcare, School and Telehealth Relevance

The childcare and senior programming category expressly allows educational materials, supplies and equipment. Childcare examples include developmental health screenings and materials, while senior-programming examples include health, wellness and nutritional materials, equipment and resources as well as technology. The library category expressly allows laptops, tablets, Wi-Fi hot spots and other equipment that can help patrons connect to employment, education, general information and essential telehealth services.

Material Restrictions

Projects must be tangible and completed within 12 months of receiving grant funds. One-time programming such as speaker fees, event fees and salaries is ineligible, as are consumable products such as food, paper goods and cleaning supplies. Applicants must submit a full project budget and proof of matching funds. Expenses must be incurred after execution of the Kansas Department of Commerce grant agreement. Projects involving properties on the State or National Register of Historic Places or contributing buildings in a Historic District require applicable State Historic Preservation Office review and approvals.

Atlas Strategic Analysis

Atlas Opportunity Score: 92/100. The program has unusually strong conditional alignment for rural telehealth and senior-health access because Commerce expressly permits health and wellness equipment and technology in senior programming and identifies essential telehealth access as a library-equipment use. N9+ Fit: 85/100 conditional. A Nonagon N9+ remote physical examination platform may be defensible only where an eligible applicant has a genuine library telehealth-access or senior-health project, the equipment is within the approved project scope and budget, and Kansas Commerce confirms project-specific allowability. QC Healthcare Fit: 25/100 conditional. No clinical equipment or service should be treated as allowable merely because the category mentions health or telehealth.

Direct Dr. Miltie pursuit is not authorized under current Atlas controls because the program requires a 10% local match and Dr. Miltie is not independently established as an eligible rural-community applicant. Applicant-side support remains viable. Initial applicant outreach must introduce the grant and Atlas assistance only and must not introduce N9+.

Next Steps

Prioritize eligible Kansas rural libraries, senior-serving nonprofits and other qualifying community organizations in eligible towns that did not receive SEED funding in the past year. Before outreach or package work, confirm community population, eligible-county status, entity type, prior-year SEED history, match capacity, authoritative recipient identity, and project-specific eligibility. Use the current Commerce application, checklist, rubric, sample budget and supporting forms. Because the official sources do not label the 5:00 PM deadline time zone, confirm it directly with Commerce before relying on same-day submission timing.
