Opportunity Overview
The U.S. Department of Health and Human Services, Office of Mission Acquisition Solutions, is conducting a sole-source acquisition for the Managed Market Surveyor Data Suite, HHS-OMAS-26-NOI-7571MN26Q00110, supporting the HHS Office of the Assistant Secretary for Planning and Evaluation (ASPE). The requirement supports annual No Surprises Act reporting on health insurance market concentration, health care costs, access, and vertical or horizontal integration.
Deadline and Submission
Capability statements are due September 18, 2026 at 3:00 PM Eastern Time. HHS states that quotations are not being requested and no separate written solicitation will be issued. Scope
The required 2026 dataset must provide detailed health insurance enrollment information covering all U.S. counties and include commercial coverage, including fully insured and self-insured plans, Medicaid, Medicare, and Medicare Advantage. The data must identify the insuring entity and include parent-organization and ownership hierarchy information that maps plans and regional marketing names to controlling parent companies. ASPE will use the dataset to calculate insurer market shares and Herfindahl-Hirschman Index values across geographic and product markets.
Competition and Procurement Status
HHS intends to negotiate on a sole-source basis with Clarivate Analytics LLC under FAR 13.106-1(b)(1). This is not a general competitive solicitation. Other responsible sources may submit capability statements only if they can demonstrate the ability to provide the required national health-insurance enrollment and ownership dataset.
