NTIA Tribal Broadband Connectivity Program (2026-NTIA-TBCP)

The National Telecommunications and Information Administration (NTIA) is accepting applications for the Tribal Broadband Connectivity Program, 2026-NTIA-TBCP, Assistance Listing 11.029. The program supports broadband access and adoption on Tribal Lands and programs that promote remote learning, telework, and telehealth resources.

Deadline: November 17, 2026 at 11:59 PM Eastern Time. NTIA amended the original September 17 deadline to November 17, 2026.

Funding: NTIA will make up to $540 million available under this NOFO. For single applicants, NTIA expects Broadband Use and Adoption Project awards generally in the $500,000 to $2,500,000 range and Broadband Infrastructure Deployment Project awards generally in the $1,000,000 to $25,000,000 range. These are expected ranges rather than mandatory minimums or maximums. Certain previously unfunded federally recognized Tribes may also qualify for an equitable distribution of up to $500,000; that amount is not a funding cap.

Eligibility: Eligible applicants include Tribal Governments, Tribal Colleges and Universities, the Department of Hawaiian Home Lands on behalf of the Native Hawaiian Community including Native Hawaiian Education Programs, Tribal organizations, and Alaska Native Corporations. Consortium applications are permitted. Eligible entities that previously received TBCP funding may apply for additional funding under this NOFO.

Project structure: Applicants may apply for either a Broadband Infrastructure Deployment Project or a Broadband Use and Adoption Project, but not both. Eligible use and adoption activities include remote learning, telework, and telehealth resources.

Cost share: No non-federal cost contribution is required. Matching funds may be included, but NTIA does not require them.

Application: Each eligible entity must submit a single timely application. Applications may be submitted through Grants.gov, by email to TBCP3@ntia.gov, or by postal mail or courier. NTIA strongly encourages Grants.gov submission and does not permit partial or duplicate applications through multiple submission methods.

Applicants should use the amended 2026 NOFO and current NTIA guidance to confirm project eligibility, prior-award considerations, environmental and historic preservation requirements, registrations, required forms and certifications, budget structure, and all current submission instructions.
