Atlas Analysis

Strong national opportunity for qualifying Native entities seeking broadband adoption and digital equity funding. Potential Atlas relevance includes projects that improve community access to essential online services, subject to the amended NOFO's eligible-activity rules. The 10% match requirement requires either applicant capacity or a supportable waiver petition.

The National Telecommunications and Information Administration (NTIA) is accepting applications for the Native Entities Grant Program, 2026-NTIA-NEGP, Assistance Listing 11.036. Deadline: November 17, 2026 at 11:59 PM Eastern Time. NTIA amended the original September 17 deadline to November 17, 2026.

Funding: NTIA is making at least $250 million available through this NOFO. NTIA expects individual awards generally to fall between $500,000 and $2,500,000, although that range is not a mandatory minimum or maximum. Applicants requesting an amount outside the expected range must provide a compelling justification for the variance.

Eligibility: Eligible applicants are an Indian Tribe, an Alaska Native entity, a Native Hawaiian organization, or a consortium of eligible entities. Each eligible entity may submit only one application, and that application must account for all projects that will use the requested funding.

Cost share: Applicants must provide at least a 10% match. An applicant may petition NTIA for a partial or full waiver of the match requirement based on documented financial need.

Program scope: The program supports eligible digital equity and broadband adoption activities for Native communities. Applicants should use the amended 2026 NOFO and current NTIA guidance to confirm eligible activities, project structure, required certifications, registrations, budget requirements, and all current submission instructions.

Application: Applications may be submitted through Grants.gov, by email to broadbandgrants@ntia.gov, or by postal mail or courier. NTIA strongly encourages Grants.gov submission and does not permit partial or duplicate applications through multiple submission methods.
