Opportunity Overview
The Pennsylvania Commission on Crime and Delinquency (PCCD), in partnership with the Pennsylvania Department of Human Services Bureau of Juvenile Justice Services, is accepting applications for the 2026 PACTT – PA Academic, Career and Technical Training solicitation. The opportunity supports academic instruction, work-related services, and job skills training for adjudicated and system-involved youth served by eligible Pennsylvania PACTT affiliates.
Funding and Timing
Approximately $675,000 in state Juvenile Justice Reinvestment funds is available, with up to 60 awards expected. Tier maximums are $25,000, $20,000, $15,000, $10,000, and $5,000. Eligible long-standing affiliates that previously completed an Innovation Grant may qualify for a Rejuvenation Grant of up to $30,000 over three years.
Applications must be submitted through PCCD Egrants no later than October 14, 2026 at 11:59 PM. The controlling funding announcement does not state the deadline time zone. Atlas therefore treats the deadline time zone as unverified and blocks new applicant outreach until an authoritative PCCD source establishes it.
Who Can Apply
Eligibility is limited to existing Pennsylvania residential facilities, community-based providers, and juvenile probation departments that are current PACTT affiliates in good standing and are not on provisional status. Each separately affiliated site or facility is treated as a distinct applicant. Applicants must also be in good standing with PCCD.
Eligible Uses and Budget Rules
Funds may support PACTT-aligned academic instruction, job skills training, and work-related services. At least 60% of a standard project budget must consist of sustainable expenses, generally nonexpendable equipment with a useful life extending more than two years beyond the grant period. Up to 40% may support non-sustainable expenses and up to 20% may support personnel and other expenses. Qualifying in-home programs have different sustainable and non-sustainable thresholds.
The funding announcement expressly lists a number of ineligible costs, including indirect or administrative costs, vehicles, real estate, building renovations or repairs, software subscriptions, electronics, recurring utility expenses, postsecondary education costs, and other listed categories. Funds also may not supplant existing state, federal, or local funding.
Required Application Materials
All required Egrants sections must be complete. Required signed materials include an administrator support letter, a school administrator support letter when applicable, partner commitment letters when applicable, and, for applicants that are not units of county government, a juvenile probation office support letter confirming referrals to the program. An Interactive Budget Spreadsheet is also required. Applications must be electronically signed in Egrants by an authorized user with the e-signature role.
