The contemplated contractor will provide recurring surveillance reports using existing data collection capabilities. The requirement includes 12 monthly reports per year from an existing online continuous tracking survey of youth and young adults, two reports per year from a nationally representative longitudinal cohort study, and two ad hoc topic-specific reports per year. Reporting covers overall ENDS and nicotine pouch use, purchase sources, top and emerging brands, and other agreed topics. Deliverables require detailed methodology, sampling and data-collection documentation, analysis assumptions, technical appendices, key findings, and presentation-ready summaries.
The anticipated performance structure includes a 12-month base period plus four 12-month option years, for a potential total duration of 60 months. Task work is expected to be performed at the contractor’s place of business, with recurring coordination meetings conducted remotely.
