HPLRP supports eligible Rhode Island-licensed primary care, dental, and mental-health clinicians who have qualifying educational debt and commit to two years of service at an approved Rhode Island HPLRP practice site in a federal Health Professional Shortage Area. Applicants must meet the program’s citizenship or national-status, licensure, employment, service-obligation, and federal-debt requirements.
Qualifying practice sites are generally public or private nonprofit outpatient facilities located in Rhode Island HPSAs and must meet program requirements including a sliding-fee discount policy. Eligible settings can include FQHCs and look-alikes, Rural Health Clinics, state or community mental-health facilities, free clinics, school-based clinics, certain correctional facilities, tribal or Indian health facilities, and qualifying private practices. Sites that are not already approved may apply to become HPLRP sites.
