Opportunity Overview
The Michigan Department of Health and Human Services has opened the Michigan Community Navigation Partnership (MCNP-2027) to establish a coordinated statewide network that helps Michigan residents maintain or obtain Healthy Michigan Plan Medicaid coverage and Supplemental Nutrition Assistance Program benefits under new federal requirements.
Funding and Period
MDHHS states that approximately $12.25 million is available and expects to issue one or more awards. The initial implementation period is anticipated to run through September 30, 2028, with activities potentially extended through September 30, 2030.
Eligibility
Eligible prime applicants must be 501(c)(3) nonprofit organizations. Successful applicants are expected to establish a coordinated statewide navigation network and use a competitive bid process to identify secondary partner organizations that will serve as community navigators.
Deadlines and Submission
Project director requests for application access are due September 24, 2026 at 5:00 p.m. Grant applications must be submitted electronically through EGrAMS by September 30, 2026 at 3:00 p.m. The public MDHHS announcement does not identify the controlling time zone, so applicants should confirm the exact clock in the EGrAMS MCNP-2027 materials before relying on it.
MDHHS held the pre-application conference on September 16, 2026 at 10:30 a.m. and states that a recording will be posted in EGrAMS after the session. Applicants should review that recording together with the controlling MCNP-2027 GFO and resource documents before finalizing an application.
Atlas Analysis
Formal Atlas scoring deferred. This is a current statewide Michigan health-access opportunity with substantial funding and a clear Medicaid navigation component. The public MDHHS announcement does not state a time zone, and Atlas will not infer one. Formal scoring remains deferred because the controlling MCNP-2027 GFO and resource documents are still required to verify match or cost share, scoring, allowable and ineligible costs, required forms and attachments, procurement rules, certifications, amendments, and portal mechanics.
N9+ fit scoring deferred. The public scope is navigation, outreach, eligibility support, partner-network administration, and community workforce coordination rather than clinical technology procurement. Atlas must not represent N9+ hardware or related costs as allowable without explicit support in the controlling GFO.
Direct Dr. Miltie path: not currently viable as a prime applicant because MDHHS limits prime eligibility to 501(c)(3) nonprofit organizations. A later subcontractor, technical-assistance, or partner role could be evaluated only if the controlling GFO and an eligible nonprofit applicant permit it.
