Active for invited applicants only. The Defense Health Agency Contracting Activity, through the Congressionally Directed Medical Research Programs, is administering the DoW Peer Reviewed Medical, Platform Clinical Translation Award under Funding Opportunity Number HT942526PRMRPPCTA, Assistance Listing 12.420. The mandatory pre-application deadline has passed, so this FY26 competition is not open to new applicant entry.
Funding and deadlines
CDMRP expects to allot roughly $30 million to fund approximately two awards. The total-cost cap is $15 million per award, with a maximum four-year period of performance. A maximum of $8 million is expected from FY26 funds, with the remaining budget dependent on performance milestones and future-year appropriations. Cost sharing is not required.
The pre-application was due July 23, 2026 at 5:00 PM Eastern Time, and invitations were scheduled for August 24, 2026. Full applications from qualified invited applicants are due September 22, 2026 at 11:59 PM Eastern Time. The application-verification period ends September 30, 2026 at 5:00 PM ET.
What the program supports
The Platform Clinical Translation Award supports translational development and/or early-phase clinical trials for broadly applicable clinical technologies addressing at least two FY26 Peer Reviewed Medical Research Program topic areas with relevance to Service Members, Veterans, their families, or the American public. Projects may finalize preclinical development, conduct clinical validation studies, and/or conduct first-in-human clinical trials for a platform product. Up to three principal investigators may participate, and the mechanism requires a PI-convened external advisory board with patient-advocate participation.
Eligibility and submission controls
Eligible organizations include domestic and foreign for-profit and nonprofit organizations and public or private entities, as well as eligible intramural Department of War organizations. Independent investigators affiliated with an eligible organization may serve as PI. Awards are made to organizations, not individuals.
Application submission is a two-step process. The required pre-application was submitted through eBRAP. Extramural invited organizations must submit the full application through Grants.gov Workspace; eligible intramural organizations submit through eBRAP. Because the July 23 pre-application gate has closed, Atlas will not initiate new applicant outreach for the current FY26 cycle.
Atlas strategy
Atlas Opportunity Score: 50/100. The funding level and clinical-translation scope are substantial, but the current cycle is inaccessible to new entrants because the mandatory pre-application and invitation stage has already concluded.
Direct Dr. Miltie posture: for-profit organizations are structurally eligible, but Dr. Miltie cannot newly enter this FY26 competition without a timely pre-application and invitation. Any legitimate current-cycle participation would need to be with an independently verified invited team and must satisfy the platform-product, topic-area, PI, advisory-board, clinical-research, regulatory, and submission requirements.
Next action
Maintain as an invitation-only watch through the September 22 full-application deadline. Do not begin new applicant outreach. If an already invited team seeks support, verify invitation status, eligibility, platform scope, applicant-specific facts, allowability, deduplication, and all required submission controls before advancing.
