Funding
Charitable Trust grants are available for up to $20,000. The total request may not exceed 30% of the applicant organization’s annual operating budget. No more than 25% of an award may be used for overhead costs unless the funding is for a one-time expense. Eligible Applicants
Applicants must be Illinois-based 501(c)(3) nonprofit corporations organized under the Illinois General Not for Profit Corporation Act of 1986, provide charitable services only in Illinois, have at least one full-time paid employee, and have an annual operating budget of $1 million or less. Applicants must also maintain the required nondiscrimination policy. Fiscal sponsors, subgrantees, and applications filed on behalf of another organization are not eligible. Previous recipients may reapply only after their prior grant term has been complete for at least one full calendar year, and an organization may not receive awards for more than two consecutive calendar years.
Fall 2026 Program Areas
Eligible food work includes food pantries, after-school and weekend school meal support, summer meal programs, SNAP enrollment and outreach, SNAP at farmers markets, fresh produce access, and home-delivered meals. Eligible housing work includes short-term housing and support services, emergency homelessness-prevention assistance, foreclosure prevention and counseling, affordable-housing support, accessible housing for people with disabilities, fair-housing assistance and education, homebuyer counseling, and renter-rights information and support.
Application Requirements
The Treasurer’s Office requires an online application plus supporting materials that document organizational standing, governance, and financial health. Current required materials include the IRS determination letter, the most recent Form 990 or 990-N with Schedule A, Illinois Attorney General charitable-registration materials, applicable AG990-IL filings, Articles of Incorporation, Illinois Certificate of Good Standing, bylaws, a detailed annual operating budget, a complete officer/director/trustee list, information on grants received during the past two years, and the most recent audited financial statements if available. The Treasurer’s Office may request additional information or a site visit.
