East Maui Water Authority FY27 Grant Program

Funding: EMWA anticipates individual awards from $2,500 to $30,000. Awards use a cost-reimbursement structure and the expected contract period is 12 months.
Eligible applicants: For-profit organizations incorporated under Hawaiʻi law, IRS tax-exempt nonprofit organizations, and sole proprietors operating within the County of Maui. Applicants must be in good standing with State and Federal government requirements and the funded project must serve a public purpose.
Eligible projects
Projects must directly benefit the Maui Hikina communities of Nāhiku, Keʻanae, Honomanū, and Huelo and the watershed. Eligible focus areas include watershed restoration and stewardship, community education and cultural knowledge-sharing, and data collection, monitoring, and research such as stream, rainfall, and water-quality work.
Match: Cost sharing or matching is not required or expected and is not used as a merit-review factor.
Required application materials: Applicants must use EMWA’s FY27 application information, checklist, narrative proposal, and budget proposal forms. The narrative is limited to 10 pages. A current 12-month profit-and-loss financial statement is required. Subcontractor agreements and fiscal-sponsorship agreements are required when applicable; applicants may also submit up to five supplemental files.
Allowable costs: Personnel, approved subcontractors, other project costs, and equipment may be budgeted where permitted. Equipment must be essential to the project, dedicated solely to the grant purpose, inventoried with EMWA, and becomes County property. Administrative consultant costs are capped at 15%.
Submission: Applications may be submitted by email to EMWAgrants@co.maui.hi.us, hand delivered to 140 Hoʻohana St., Suite 206, Kahului, or mailed to County of Maui, Department of East Maui Water Authority, 200 S. High Street, Wailuku, HI 96793. Mailed applications must be postmarked on or before the deadline.
