Opportunity Overview
The Maryland Energy Administration (MEA) FY27 Medium-Duty and Heavy-Duty Zero-Emission Vehicle Grant Program is a statewide competitive program supporting eligible medium- and heavy-duty zero-emission vehicles and associated charging infrastructure. The FY27 program expressly includes eligible commercial and industrial on-road fleet vehicles, qualifying off-road heavy equipment, and electric school buses serving Maryland public school students. For emergency vehicles associated with life-safety activities, the controlling FOA also permits an eligible range-extended electric vehicle configuration under the stated requirements.
Deadline and Submission
Applications are due September 29, 2026 at 3:00 PM Eastern Time through the My MEA portal. The FOA was issued July 1, 2026 and the controlling program page identifies a September 11, 2026 modification. Applicants should use the current modified FOA and current portal materials.
Funding
MEA anticipates $10,000,000 for eligible vehicles plus $2,500,000 for supplemental charging infrastructure. For vehicle requests, the grant calculation is 75% of the incremental cost between the proposed zero-emission vehicle and the comparable conventional vehicle, subject to the FOA’s minimum and maximum amounts. Maximum individual vehicle grants are up to $2,500,000 for on-road vehicles, $500,000 for off-road vehicles, $1,500,000 for Type A school buses, $2,000,000 for Type C school buses, and $1,500,000 for Type D school buses. Electric school-bus requests have a $300,000 minimum individual grant amount. Supplemental charging funding is reimbursement-based and available for qualifying on-road vehicles and electric school buses under the FOA.
Eligibility
Eligible applicants include incorporated Maryland towns, cities and counties; incorporated nonprofit organizations; Maryland local education agencies; businesses and limited liability companies, including qualifying school-bus contractors and manufacturers; and qualifying Maryland institutions of higher education subject to the FOA’s exclusions. Federal and State agencies and public senior higher-education institutions are excluded as stated in the FOA.
Eligible Activities
Eligible projects include qualifying medium- and heavy-duty zero-emission commercial or industrial on-road fleet vehicles, qualifying zero-emission off-road heavy equipment, electric school buses serving Maryland public school students, and associated charging infrastructure where permitted. Charging costs may include qualifying engineering and site design, electrical upgrades, construction, charging equipment and networking, warranty, accessibility work, signage, site lighting and other eligible items described in the FOA.
Required Application Materials
Vehicle applications require the My MEA application, signed Attachment C self-verification, IRS Form W-9, applicable Maryland SDAT good-standing documentation for participating businesses and nonprofits, nonprofit tax-exempt documentation when applicable, project narrative, quotes for both the proposed zero-emission vehicle and the comparable conventional vehicle, zero-emission vehicle technical specifications, and applicable lease, contract, or commitment documentation. Requests above $1 million may be asked to provide the two most recent years of audited, reviewed, or compiled financial statements. Charging requests add the detailed charging-project narrative, EVSE specifications, FY27 budget workbook, vendor quotes or estimates, and applicable contractual or commitment documentation.
Evaluation and Material Controls
Vehicle applications are scored on cost effectiveness, purchase preference, environmental-justice impact, safety features, applicant qualifications and experience, and project feasibility. Applicants must use the current September 11 modified FOA and must not infer vehicle costs, vendor quotes, financing, organizational qualifications, signatures, or commitments.

Direct Vendor Review
Although businesses and LLCs can be eligible applicant classes, Atlas is not advancing Dr. Miltie, LLC as a direct applicant. The vehicle formula funds 75% of the incremental cost between the proposed zero-emission vehicle and a conventional vehicle, so a real applicant must finance or otherwise cover the remaining project cost in addition to satisfying the vehicle-project and documentation requirements. No Marc approval for that cost participation is established in this lane.
