Matching funds are mandatory. County match percentages are 10 percent for sixth class counties, 20 percent for fifth class counties, 30 percent for fourth class counties, and 40 percent for third class counties. Municipal match percentages are 10 percent for towns, 20 percent for fifth class municipalities, 30 percent for fourth class municipalities, and 40 percent for third class municipalities. Associations of Governments require a 40 percent match. Permitted match sources include local public funds, private or nonprofit sources, and federal matching grants.
