Atlas Analysis

Strong Clinton County community-health opportunity. Full application is invitation-only after the closed LOI stage. The public materials do not establish a general technology or equipment funding pathway.

Opportunity Overview

HealthFirst for Clinton County, a fund of the Clinton County Foundation, supports projects that promote the health of Clinton County, Ohio residents. The Fall 2026 cycle is currently in the invitation-only full-application stage: the Letter of Intent period closed July 15, 2026, selected applicants were notified by August 26, 2026, and invited full applications are due October 5, 2026.

Funding

Requests are generally $2,500 to $25,000. The Foundation may consider larger requests for projects with significant community impact. No mandatory match or cost-share requirement is stated in the current public HealthFirst materials reviewed.

Eligibility

Eligible applicants include Clinton County-based 501(c)(3) organizations, government entities, nonprofit organizations, and other tax-exempt groups that work to promote the good health of Clinton County residents. Organizations that do not independently meet the organizational-status requirement need a fiscal sponsor.

Funding Priorities

HealthFirst supports health education and outreach, innovation in community health and care delivery, novel outreach for at-risk communities, medication assistance, health and wellness screenings, exercise and vaccination initiatives, and other community-health projects. Higher-priority proposals are new or unique, address unmet needs, improve equity for underserved communities, take a systemic approach to outcomes, and use alliances, partnerships, or collaboration to broaden service reach.

Restrictions

Lower-priority uses include remodeling, renovation, maintenance, repairs, site improvements, and projects that support basic educational, health, or safety functions of government agencies or schools. Ineligible uses include debt reduction, deficits or previous obligations, religious activities, political campaigns or projects, attempts to influence legislation or government actors, individuals, and capital campaigns.

Deadline and Submission

Invited full applications are due October 5, 2026 through the Clinton County Foundation grant portal. The controlling public page does not publish an exact closing clock time or time zone. Atlas therefore does not infer either. New cold applicant outreach is not appropriate at this stage because the full application is limited to organizations selected through the earlier Letter of Intent process.

Atlas Fit Analysis

Atlas Opportunity Score: 82/100. The program is a strong community-health opportunity for qualified Clinton County organizations, particularly projects involving screenings, underserved populations, health education, care-delivery innovation, or collaborative outreach.

N9+ Fit Score: 68/100, conditional and applicant-led. A legitimate technology role may exist within an applicant-designed health-screening, remote-access, or innovative care-delivery project, but the public materials do not expressly establish device or technology costs as allowable. Any such role must be confirmed against the invited applicant’s actual application and the Foundation’s current requirements before budgeting or procurement.

Direct-vendor review: no independent Dr. Miltie/QC Healthcare direct-applicant path is established. This is an applicant-led grant opportunity.
