Atlas Analysis

Atlas Opportunity Score 86/100. N9+ Fit Score 0/100 because the RFQ is services-only and expressly excludes AED equipment procurement. QC Healthcare direct-vendor fit 10/100 pending independent evidence of every mandatory prime certification, experience, instructor-certification, reference, insurance, and administrative requirement.

Opportunity Overview

The New York State Office of General Services, Financial Administration, has issued RFQ #3048 — Automatic External Defibrillator Services Statewide on behalf of Real Property and Facilities Management. OGS is seeking one qualified contractor to provide statewide AED program services including maintenance and inspection, tracking, physician oversight or medical direction, CPR and AED training, annual audits, site surveys, incident support, and related program administration.

This solicitation is for services only and is not a procurement of AED equipment.

Current Deadline and Addendum

OGS issued Addendum 1 on September 8, 2026. The addendum extends the quote due date from September 15, 2026 to September 29, 2026 at 2:00 PM EST. A bidder must sign and date Addendum 1 and include it with the bid. OGS states that responses to submitted bidder questions are forthcoming, so prospective bidders should continue monitoring the official procurement source for additional addenda or Q&A.

Contract Structure

The RFQ is a New York State discretionary purchase of services valued at less than $1,500,000 under State Finance Law §163(6). OGS anticipates one contract with a five-year term beginning January 1, 2027. The successful bidder’s five-year Grand Total Quote is used for award evaluation and establishes the contract value.

Mandatory Prime Bidder Qualifications

Each bidder must independently meet the RFQ’s minimum qualifications. The bidder must be a New York State certified Minority-Owned Business Enterprise, Woman-Owned Business Enterprise, or Service-Disabled Veteran-Owned Business; must have at least three consecutive years of AED services experience; must have completed at least one project involving multiple locations or multiple floors; and must have staff with current American Heart Association or American Red Cross Basic Life Support Instructor certification. OGS expressly states that a bidder may not use a subcontractor’s or another entity’s qualifications to satisfy these minimum prime requirements.

Core Scope

The contractor will support AED devices across OGS facilities statewide. Required services include scheduled maintenance and inspection, a web-based tracking system, physician oversight or a medical director, 24-hour advice availability, post-incident reporting and debriefing, CPR and AED training, annual audits, site surveys, and related compliance support.

Submission Package

The response must include the signed Cover Letter, proof of all minimum qualifications, an Experience and Operational Plan, the required Quote Proposal Form, the Administrative Submission and required Appendix B forms, signed addenda, insurance and vendor-responsibility materials, and the applicable MWBE, EEO, and SDVOB documentation. The Experience and Operational Plan requires three references for similar services performed within the previous three years.

OGS requires original paper submission materials plus a thumb drive. Email quote submissions are not accepted. The complete quote must be received by the OGS Financial Administration Agency Procurement Office in Albany by September 29, 2026 at 2:00 PM EST.

Atlas Fit Analysis

Atlas Opportunity Score: 86/100. This is a verified statewide healthcare-safety services procurement with a defined five-year service model and material clinical oversight responsibilities.

N9+ Fit Score: 0/100. The RFQ expressly states that it is for AED services and not equipment procurement. The Nonagon N9+ device and platform should not be forced into this opportunity.

QC Healthcare direct-vendor fit: 10/100 pending evidence. A direct bid should not advance unless QC Healthcare independently documents the required New York MBE, WBE, or SDVOB certification, three consecutive years of AED services experience, qualifying multi-location or multi-floor project history, current AHA or American Red Cross BLS Instructor-certified staff, required references, insurance, and the full administrative submission. Subcontractor qualifications cannot cure a prime-bidder deficiency under this RFQ.

Next Action

Prospective bidders should review and sign Addendum 1, confirm every mandatory prime qualification, monitor OGS for the promised written-question responses and any additional addenda, and prepare the complete original paper and thumb-drive response for receipt by OGS no later than September 29, 2026 at 2:00 PM EST.
