Opportunity overview
The Lake County Board of Commissioners is accepting sealed proposals for administration of the Non-Medical In-Home Care Services Program for calendar year 2027. The program is intended to support eligible Lake County residents age 60 and older with non-medical in-home care and related program administration.
Eligibility and scope
Qualified organizations must be able to administer the County program, including referrals, financial eligibility determinations, provider procurement and oversight, qualified staffing, required checks and training, participant satisfaction and reporting. The selected organization must demonstrate relevant experience and fiscal and administrative capacity. If selected, the organization must maintain professional liability insurance of at least $1 million per occurrence and $2 million aggregate. Subcontracting is not permitted without County approval.
Funding and payment
The RFP does not publish an overall contract ceiling or applicant award cap. Personal care services are reimbursed at a County-established rate not to exceed $34 per hour, generally up to four hours per week, with total units dependent on available County program funding. The $34 hourly rate is a service reimbursement limit, not an applicant award ceiling.
Deadline and submission
Sealed proposals are due October 7, 2026 at 11:00 a.m. The controlling Lake County RFP does not state a time zone, so Atlas does not infer one. Proposals must be delivered in paper form to the Board of Lake County Commissioners, 105 Main Street, Suite A513, Painesville, Ohio 44077, Attention: Alyea Barajas. Faxed or emailed proposals are not accepted.
Proposal requirements
The RFP requests information on the proposed program model, outreach, eligibility and referral processes, provider procurement and oversight, participant satisfaction, cost and unit rates, renewal-year budgets, performance measurement, organizational history, key staff, technical capacity, implementation readiness, fiscal solvency, and experience administering similar programs. Fiscal-solvency evidence may include audited financial statements or IRS Form 990. The evaluation weights are Program Model 30 points; Capacity and Technical Ability 20 points; Experience 25 points; Evaluation and Compliance 10 points; and Budget and Narrative 15 points.
Atlas analysis
Atlas Opportunity Score: 62/100. N9+ Fit Score: 0/100. This is healthcare-adjacent aging-in-place work, but the procurement centers program administration, referrals, eligibility assessment, provider procurement and oversight, and non-medical personal care. The RFP does not state a telehealth, remote diagnostic, device, or QC Healthcare role, so Atlas does not force a technology fit. Direct Dr. Miltie/QC vendor fit: 0/100 based on the current RFP. Because the controlling RFP does not publish the deadline time zone, Atlas does not authorize new cold outreach unless that missing deadline element is authoritatively resolved.
