Opportunity Overview
The Mississippi Department of Public Safety, Division of Public Safety Planning, is accepting applications under the FY22 Residential Substance Abuse Treatment (RSAT) Application Solicitation, 15PBJA-22-GG-00483-RSAT. The program supports residential or jail based substance use treatment and recovery programming for justice involved individuals.
Funding and Deadline
The solicitation states that limited funds are available but does not publish a total funding pool or per applicant award ceiling. Applications are due September 18, 2026 at 11:59 PM CST. The grant period is October 9, 2026 through September 9, 2027.
Eligible Applicants
Eligible direct applicants are Mississippi counties that operate adult local detention facilities. Only one proposal per county may be submitted. A duly authorized county office or department head responsible for operation of the local detention facility may submit on behalf of the county.
Match and Allowable Costs
A 25% cash or in kind match is required. In kind match may include services, supplies, real property, and equipment. Allowable cost categories include personnel and fringe benefits, travel, operating costs, supplies, contractual services, and equipment when directly justified to the RSAT program.
Equipment documentation requirements are one quote for purchases up to $5,000, two quotes for purchases over $5,000 through $50,000, and an ITS handled bid process for purchases over $50,000.
Submission and Required Documentation
Applications must be submitted electronically to OJP@dps.ms.gov. The solicitation requires the application, checklist, certifications and assurances, active SAM registration and UEI documentation. Handwritten applications are not accepted. Certifications and assurances must be executed by the appropriate chief executive, such as the Mayor, Board President, or Warden, as applicable. Federal funds may not supplant existing local funds.
Atlas Analysis
Atlas Opportunity Score: 86/100. This is a strong Mississippi behavioral health and justice health funding opportunity because it can support structured substance use treatment, counseling, recovery programming, contractual services, and justified equipment in county detention settings.
N9+ Fit: 22/100. The program is treatment centered rather than a telehealth or diagnostics acquisition program. Any role for remote clinical technology would need to be directly justified to an approved RSAT treatment workflow and confirmed by the applicant and program contact.
QC Healthcare Fit: 48/100. A clinical or program services role could be possible through an eligible county applicant, but Dr. Miltie is not an eligible direct applicant under the county only rule.
Required Next Action
Eligible counties should confirm their detention facility lead, active SAM and UEI status, 25% match capacity, treatment model, staffing and contractual partners, budget, required certifications, and complete application package before submitting to OJP@dps.ms.gov by September 18, 2026 at 11:59 PM CST.
