The Alaska Primary Care Association (APCA) is seeking a vendor and/or independent contractors for Policy Research, Planning, and Proposal Production supporting Alaska Community Health Centers and APCA organizational initiatives.
Quotes are due September 16, 2026 at 5:00 PM AKDT and must be submitted by email to JeremyH@alaskapca.org. APCA issued the RFQ on September 2, 2026. The vendor-question deadline was September 9, with APCA responses scheduled for September 10.
Scope
Services include policy research, quantitative and qualitative analysis, planning, stakeholder engagement, focus groups, proposal writing, project management, and production of decision-maker and funder materials. The sample task order includes an Alaska Community Health Worker evidence-based case study and sustainability plan. APCA may select one full-service contractor or multiple contractors for different service areas.
Contract structure and pricing
The RFQ does not publish a contract ceiling. Offerors must provide clear pricing aligned to the scope and sample task order, including itemized deliverable costs and other necessary costs. The anticipated contract is task-order based, running through September 15, 2027, with up to two additional one-year extensions at APCA’s discretion and by mutual agreement. Payment is upon completion of deliverables or through progress payments no more frequently than monthly.
Qualifications and evaluation
APCA welcomes full-service firms and individuals with demonstrated expertise in policy analysis. Evaluation weights are 20% understanding of the scope, 20% project plan, 35% staffing qualifications, and 25% cost. Staffing qualifications include relevant experience producing white papers, organizational qualifications and past performance tailoring research for decision makers, funders, and healthcare providers, and references or examples of similar completed work.
Subcontractors may be used if the proposal describes the subcontractors, costs, and services. The resulting contract incorporates applicable APCA and federal clauses, including 2 CFR Part 200 Appendix II provisions, debarment and suspension requirements, applicable HIPAA/confidentiality and data-security requirements, and flow-down obligations. By signing the proposal, offerors make the certifications stated in the RFQ.
