Municipal Medical, Prescription, Dental and Vision Insurance Services for 2027, 2028 and 2029
The City of Lima, Ohio is accepting sealed proposals from qualified insurance providers to administer and manage medical, prescription drug, dental and vision insurance coverage for municipal employees and their dependents.
Deadline and submission
Sealed proposals must be received by the City of Lima Purchasing Office, 50 Town Square, Lima, Ohio, by September 30, 2026 at 10:00 AM, Lima time. The City states that no late bids will be accepted and that electronic submission is not permitted. Questions are due in writing to Kerry Adams by September 23, 2026.
Scope and value
The procurement covers group medical, prescription drug, dental and vision plan design and administration, provider networks, claims and member support, wellness and preventive programs, regulatory compliance, and utilization and cost reporting. Providers may propose a combined package or individual services. The City does not publish a fixed contract value or funding pool.
Proposal requirements
The RFP requires a company overview addressing background, experience and financial stability; proposed plan structures and coverage; itemized premiums and cost structure; network details; member service and claims procedures; wellness and preventive programs; and at least three municipal or government references. City bid paperwork also includes tax information and notarized affidavits, including a non collusion affidavit. Proposals must remain valid for at least 100 days after the submission deadline.
