Torrance County, New Mexico is accepting sealed proposals for DWI Coordinator professional services under RFP TC FY26-27-007. The solicitation was released August 27, 2026 and proposals are due September 28, 2026 at 2:00 PM MST/MDT, whichever is in effect. Mountain Daylight Time is in effect in New Mexico on that date.
Scope and qualifications
The selected coordinator will provide strategic leadership, management and supervision for the County DWI program and work with community groups, law enforcement and schools across prevention, compliance, screening and assessment, treatment and law enforcement components. Minimum qualifications include a high school diploma or GED, a valid New Mexico driver license and good driving record, either a four year degree or four years of relevant experience in education, drug and alcohol prevention, criminal justice, counseling or social work, human services or social sciences, two years of supervisory experience, and two years of grant writing, budget preparation, grant management and reporting experience.
Mandatory experience includes the SAMHSA Strategic Prevention Framework, program development, social health education campaigns, community assessments, strategic plans, prevention facilitation and training, evidence based curricula and related DWI and substance use knowledge. At least three external similar project or program references are required, and the references must submit the County questionnaire directly to Torrance County.
Submission and required materials
Submission is by physical sealed proposal to the Torrance County Purchasing Department at 205 S. Ninth Street, Estancia, New Mexico 87016. Electronic and facsimile submissions are not accepted. The technical proposal requires one original, four hard copies and one electronic copy on USB or CD. Cost materials must be separately packaged. Required materials include a signed Letter of Transmittal, Campaign Contribution Disclosure, table of contents, proposal summary, response to terms and conditions, organizational experience and references, mandatory and desirable specifications, financial stability information, any applicable performance surety and resident preference documentation, and the separate Appendix D cost proposal.
Value and contract term
Appendix D states a total proposed annual cost of $70,224, paid monthly. The initial contract term is one year with up to three additional one year renewals. The nominal four year value could therefore reach $280,896 if every renewal is exercised, but renewal is not guaranteed. This is a professional services procurement, so applicant match or cost share is not applicable.
